Its on console too. Nowhere near as bad though.
The only solace is bagging the people who fail with their bash. The thing is, when its done right it will literally insta kill you. And I usually run around with 27-35k resistance and 25-27k health. And still i get hit with invasion and then insta killed. Unreal how they let this *** go on.

1. ZOS releases an absurdly broken build in Bash Necro.
2. At the end of June, they acknowledge that it is utterly overpowered and push a hot fix, but only for PC.
3. Silence for the entire month of July despite dozens of requests for comment about when console will see the fix. During this time console does receive a patch, but the bash necro fix is not included.
4. Come August 1st, ZOS finally speaks and says we are going to have to wait till the end of August to get the fix on console. And they provide no reason for the 2 month difference between PC and console regarding fixing this serious problem.
Everyone who plays on PS4 or Xbox and wants to be able to enjoy PVP has a right to be pretty infuriated about this.

Unlike PC, it takes extra resources to push console patches through PlayStation and Microsoft certification processes. Apparently, ZOS decided it wasn't worth the time/money to timely correct their huge Bash Necro mistake for console players.
Just here to mention that the player on Xbox NA 7 day campaign leading everyone else in AP by a whole million and is current Emperor, is a Necro Bash build.
Go figure.
