Quest text tells me to speak to Meleras, who is standing in the Elden Root throne room next to Prince Naemon. I’ve talked to him several times, through all his options, and the quest refuses to go past this point. I’ve abandoned and reacquired the quest, and it still won’t budge. Unsure how to finish the zone at this point. ¯\_(ツ)_/¯

cynicalbutterfly✭✭✭✭Just did this quest myself. I don't think you're missing any steps so the best thing you can do is report it. Hopefully support might have a better answer. Especially since you've done the 'normal fix it all' of dropping and reaquiring.0 -

cynicalbutterfly✭✭✭✭There is an in game support option on the main menu when you're logged in to your character. Personally, I've never had any luck with the in game one. There's another option though. This site has support for in game help. Link is below.
