For stealing from people's houses.

The loot is individually instanced - a friend and I can run through the same palace, for instance, looting tables and jewelry boxes and trunks, etc. For me, some of those will already be open as if they were looted and others I can loot just fine. It might look the opposite to my friend - different trunks may look already looted and others will be lootable for him.
Just the way it is.

I miss Traitor's Vault pre-nerf.
Magical times.

It's a delve on Artauem. When Summerset first released, it had an incredible loot table. You could park all your toons there and go through a cycle of re-logging with each one, running around and looting all the wardrobes in this one massive room that had a ridiculous number of them. You had much higher than normal chances of pulling blue and purple Alinor furniture plans, so it was a veritable gold mine.
Which wasn't supposed to be like that. LOL After weeks of it being a furniture plan farmer's dream come true, a patch nerfed it to correct the loot tables. It's not even remotely magical anymore.

Treasure Chests, heavy sacks, and I believe safeboxes are not, unless you are doing group content in which case everyone can loot it. If you have the treasure hunter passive, it will not apply to group members. This does mean that if you leave junk in a, overland chest, someone else will get stuck with it if they find it before the chest respawns.
The quality of loot you find seems to depend on your level in legerdemain, at least for loot stolen/robbed from neutral NPCs. As people have different levels in that, the game has to "roll" different loot for everybody.
