I would strongly reccomend not getting this game through Steam. Steam offers no benefits and frequently has issues where people can not log in.
Buy it some other way and sub directly.
No matter how you buy the game, how often you pay is based on the length of your sub, and the amount always paid up front for the entire amount.

Funny, the guy at work that originally got me to sign up for ESO was telling me stories about double billing for ESO+ when he does it thru steam. That and it not getting credited/started.
Your experience may vary.
From my experience, its always easier for me to work with my Credit card company and directly with a company than it is trying to work thru a third party when dealing with purchases.
For Me, I'd be nervous about using steam as I have heard so many issues with it in other MMO's.
