Weapon Charge - why was it drained when I DID NOT use Light or Heavy attacks in combat?

Surely it'd be OP to add the glyph to weapon skill? I only use Weapon Skill but not Light or Heavy Weapon during the combat so why does the glyph charge go down?

✭✭✭✭✭Wrong, not randomly, but closest to the cast point (circular AoE DoTs in the middle, wall of elements, closer to the beginning) i might be wrong thought0
