Criminal necromancer abilities

Why is it that in some quest areas you can use your abilities and not get arrested and other areas you can't? I did the quests in Firsthold and helped save the guards under attack and there was no problems. I went to Greenwater Cove and tried to save the guards under attack and got a bounty. Is there a list somewhere that explains where I can use my abilities and where it's a crime? Seems really arbitrary right now.

If it's a location where looting containers counts as stealing, then it's a location where using criminal necro abilities can get you a bounty. Generally those are the towns that are patrolled by the type of guards that will actually chase you and are unkillable. Some quest hub towns are like that, and others aren't.

Thanks for answering! I think I'll either drop my necro for now or just remove all the criminal act skills from my bars. Very annoying to try to save someone who then tries to kill you.
