The XP bonus festivals have typically been:

Jester Festival = usually in March
Anniversary Festival = usually in April
Witches Festival = usually in October
New Life Festival = usually in December

But no telling if ZOS might do something different this year. Especially with Midyear Mayhem (double AP) cancelled and needing a bunch of events for the whole Impresario/Indrik Mount thing.
