Buying a pre-made character will affect this game stability on the long game and it will cause even more pointless conflicts between players.
I've spent hundreds of hours leveling my characters, without training gear, without xp events, without xp potions. Having such an option in the crown store will totally ruin my game experience and I will shout hard "pay to win". Because you want it or not those little things such as buying max level skill points or, skyshards is actually part of a "pay to win" game. if 2 players start the game at the same time and one buy a max level char and another one plays totally casual... go and figure out the skyrocking difference between those two on the long game.2 -

Players should play the game to become powerful.
But if you have already leveled a character to max, then, like the skill lines you've already leveled, you are simply paying for convenience. After all, who wants to gindgrindgrind again? There are skyshards, skill lines..so shouldn't the next logical leap be to just buy the package deal (a completely leveled toon) for a premium price?
At least, by extension, that is the argument some of ZOS's Defenders are using.
(my caveat here is that I think paying for skills and maxxed characters are P2W)
