Yes they can, have you done many pug dungeons, overland is even weirder you can run into some max cp players who struggle in delves.Get this, zos wants the game to seem alive in pvp so they make bots. No way people can be this bad, right?

Lots are only in cyrodil for transmute stones or leveling skills.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star. -

The reality is that at some point, most people will plateau and be fine with that. The saying that practice makes perfect is actually wrong. Perfect practice makes perfect. Otherwise you just engrain bad habits. -
