✭✭I found him in two different places doing the same mission on the same character on the same day.
I wrecked it on my first try and decided to let it reset. When it did he was somewhere totally different.
There are hidden nooks and crannies in these missions.
What I find works is scanning around - also looking up / down so that you're covering both levels - and looking for the hand marker symbol, which you can conveniently see through walls.2 -
