Are all factions as bugged as Ebonheart Pact?

I personally can not continue playing the game if I encounter a bugged quest, my OCD about the story line and need to flawlessly explore the map along the way is why I can not... I created an AD faction character and at level 20 I have not encountered any bugs... on the other hand I encounter at least 3 bugged quests a zone for the Pact... again, anyone else feel like this or is this just my personal experience?

ranncoreb14_ESOSoul ShrivenApparently AD players are asking the same question. But as an Ebonheart player I will agree, I run into a bugged quest every day. Currently relogging to try to fix an NPC I can't interact with in Sanguine's Demesne. It's really ridiculous.0

Ebonheart so far in my experience has been hit worst by the late-game quest progress blockers.Sanguine's testers, the best testers.
Alas we are no longer labeled as such.0
