It was released as part of the Jester's Festival in April 2018 and returned in April 2019. There's a good chance it will return in April 2020 as well, but unfortunately it's one of those items which ZOS likes to sell for just a few days at a time so you may have to watch for announcements and make sure you can get online at some point while it's available. (Or arrange for someone to gift it to you.)
