Your gpu with 6gb isnt the bottleneck...both Fallout and Skyrim are known for poor optemization. Even worse: Skyrim and Fallout are basicly mods of the same outdated engine. So try some mods (there is a good one for fallout that removes crap assets that you wont miss but improve your fps by 100%).

Like others have said it could be poor optimization, but I hesitate to agree as my friend is running skyrim with an insane amount of graphical mods using a ryzen 1600x and a 1060, and he is pulling 60fps@1080p. Make sure your system is up to date and virus free etc... and maybe check out some optimisation guides if none of that works.
Also i see no sense in pairing your 17 4400k (a chip that is lagging massively behind more modern ones) with anything beyond a 1060 to be honest. Save your money and save up for a complete rehaul.
