I have already pointed out that Zos already discovered the money is not in PvP. This is extremely obvious because they could not monetize BGs and had to make it part of the base game.
It defies logic to think that it is a good idea for Zos to design a completely different and new combat system in this game and that is exactly what the OP is asking for.
So no. It will not happen.
What could happen is Zos could build a completely different game with an ESO atmosphere that is BR. It would not be part of this game and should not.
I thought the OP was just asking for a battle royal mode. I don't think that would be the equivalent of an entirely new combat system. Just a different type of match is all.
I have yet to see a BR where the characters come in fully geared and have a selection of spells and weapons already in hand like our characters do. The characters I have seen tend to be fairly blank slates and have to find their weapons, ammo and armor. To that, the projectile weapons tend to need ammo or chargers.
Again, that is only based on my experience and there may be BR type games out there that are more like the fully developed characters we play every day put into the BR. But then it just seems like a larger scale of our BGs.
So, based on my experience, if what I have seen is what BRs are like then a new combat system would be required since it would be different armor and weapon designs for starters. In a matter of speaking BRs have a much simpler combat design.2 -

Introducing something new and large scale into an already unstable environment will cause more troubles than good. And how exactly? If you can use one of your existing characters, then it's simply a free-for-all PvP mode, not a Battle Royale. If you got a lvl1 character, you won't have any meaningful tools for PvP

I have not seen a BR that involved character builds. Everyone I have seen we scavenge for gear, weapons and armor, armor, etc. then combat to the last one. Looting corpses of those killed along the way. In each one there was never a way to save progress. Each time we started over again.
That is why I say this would require a new design for combat be built. ESO builds would be bad for this type of play. Being tanky, able to heal some, is all it would take to win often. That would just be LOLZville.2 -
