Despite all those issues, it was hard to watch them talk about performance.
They looked....uncomfortable....
I actually cringed watching them just bring it up. It was palpable. You could feel the uneasiness of it.

They have no solutions to the performance issues. They do not even know where to begin fixing them as the issues lie at the very heart of the game's core and engine. They cannot fix performance without overhauling or rewriting it and that will never happen.
I urge people not to get their hopes up related to any sort of performance fixes coming in the November 2019 update. I full expect ZOS to tell us in three months that the performance fixes scheduled for the Fall 2019 update have been pushed to Winter 2020 update. Guess what they will say in January 2020. The performance fixes scheduled for that update have been pushed to the Spring 2020 Chapter. That delay will continue ad infinitum. Performance fixes are never coming.

Same engine and code was working more or less ok half-year ago. They just need to expand hardware, but probably Todd thinks that won't pay off.

It's not just hardware. There really comes a point at which throwing more hardware at a problem won't fix it. I'm sure it'd help a little, but this is true "They do not even know where to begin fixing them as the issues lie at the very heart of the game's core and engine." They don't even know what code they'd have to fix to fix the database issues. They would have to forgo growth and profit for months to take the time to fix this problem, and I doubt that'd happen too. I agree with @LonePirate 1000%
Despite all those issues, it was hard to watch them talk about performance.

Completely deserving, of course. It didn't feel genuine, though. Like talking about your uncle with dementia. You know nothing you are going to say is good, but its flat out uncomfortable to even talk about.
I haven't tuned in in a while due to work, when did the audio change to headsets? They're giving off some kind of high-frequency noise that's physically painful to my ears...
