Who is the Breton in the portal in Elsweyr?

Have been running around all over this map since it came out - but tonight was a first - came across a portal, with what looked like a Breton mage (name of Betrand Landeau or similar) who made some comment about “No, this isn’t right.” And went back into portal & both vanished.

Not seen this before in years of playing - and its not one of the usual mage playing with daedric portals like in base game.

Am i going mad? Is this new, or have i just been incredibly unobservant?! 😆

I think he's just an Easter egg. Probably one of the devs changed their name a tiny bit and snuck him into the game lol

Actually I've seen him in Vvardenfell too. I looked him up to find this snippet:
