There are some games journalists who have spoken openly about Bethesda's desire to control their narratives when it comes to the PR/Marketing side of their games.
I don't know how ZOS works fully, but I wouldn't be surprised if the reason they don't communicate so openly is because they want to make sure what's being said is the right thing.
That said on a less tin-foil hat and cynical side, I did speak with Rob at an event about commutation and he said one part of it with the forums is they take time to check what's being said is correct before it's said, as they don't want more cases of Dev A says one thing and Dev B says a different thing.
Additionally they want to be careful what's said as we as players will examine every post with a microscope, so if something doesn't say what they want to say clearly, we're going to pick it apart and find other things and then go full drama llama.
