Tryed to buy Guilds & Glory 4 dlc Megapack today...without success because...

It says i can't do this... because purchased Thieves guild dlc few month ago...Wtf?
I understand when system notify me than i have one of that pack already, so will earn only 3 dlc which I don't have yet...
Why it doesn't allow me to buy it at all?
