Having to "touch" each character is very annoying with all the delays built into the login/logout/login/etc. process. Very tedious and slow just to touch everyone on a regular basis and get the stuff I spent skill points on.

This is by design. Not the annoying you part but the having to log into the game. They want you to log in every day and this is one way to give you incentive to log in. The goodies are tied to your characters and that is why you need to log in on each one.

Or have the third level not be two mails but a single mail with more materials. A half-day schedule is its own kind of inconvenience

Nope. They have daily login rewards for that. And even that is HUGELY more convenient than the Hireling mail.
I don't think they anticipated people having many crafters.
Also, even just changing the timer from 24 hours to 20 hours would be a huge QoL change. Otherwise the time always inches forward due to all sorts of things, such as mail delay or getting disconnected. Or even just stopping to pick up your mail. Or your mailbox being full and having to wait for the hireling mail to be delivered after your clear your mailbox.
