Pummeling Goliath:
The bash attack from this ability will no longer target bridges or targets behind you in some circumstances.
The bash attack will now always cost resources, instead of only costing resources if you hit a target.
Increased the arc from this attack to better match the visual effects.
The special Bash augment will now use both your Weapon Damage and Stamina, rather than just Weapon Damage. This Ultimate will now also scale dynamically and use your Spell Damage and Max Magicka if they are higher, which is a standard for our Ultimates that scale off your offensive stats
This is fixed? Instead of removing it you just made magicka necromancers same spam-trash, as stamina was with this ultimate.
It was hitting by 7+k damage before. These changes can reduce it to 4k(with 1h&s bash nerf), sure, but still 8kdps (in pvp) is insane number.
Why this bash can be spammed so rapidly? 2X bash in one second is normal?
Damage alone wasnt problem, wrong is how fast you can spam it too

that's most likely a 2k dmg boost

ZOS absolutely does not understand player priorities and issues which explains why they fail to address our problems and complaints.

I knew lol. A friend told me when we were dueling to help her test her “bash Necro” for her (well known) ball Zerg group. This was at the beginning of Elsweyr when bash Necro was SUPER secret. No one had seen them yet.
She spilled the build, swore me to secrecy and told me about the bridge thing.
Then a couple of weeks later a Necro ran across Alessia bridge, taking all sorts of damage. He lived long enough to take out the bridge suicide-bomber style. I thought it was silly...after having to rez due to death by slaughterfish lol. So yeah, I cared exactly ONE time. Lol.

Zos just whipping tanks at every opportunity.
The solution to Goliath is to lock all skills out while transformed, maybe allow only necro skills. Stop reaming 90% of the game to satisfy 5%.

Or maybe, I don't know, cap damage of bash. There are hiden caps for everything, like resists, for instance. Anything past 33k resists is useless, but you never are informed of that in-game. You don't have any information on what those numbers actually do, how much mitigation it amounts for... The game is absurdly lacking in proper information, actually. But caps exist. So, if that bash-in-goliath-form is so bad an issue, and it is only one in PvP, as usual, why not simply cap the damage of it ? or find a way to fixx that ONE ultimate from ONE class, however they do it ?
This, folks, is why the combat lead should NEVER be the guy that used to be PvP lead. PvP guy should never have any say whatsoever in PvE, actually.
