there are rly suspicious 810 cp ppl who cant do vet dungeons. it would also get rid of the cheaters and ppl who support botters by buying the accounts they lvl.
Edit: pls dont focus on the stuff i said about cp to much . think about how account sellers who are botting 24/7 will get rekt by this for example.
and ?I probably can't do a veteran dungeon, even after a year of playing and having almost 700 CP

Maybe they should do an IQ test and a critical thinking assessment before allowing new players. It would cut down on threads like this. I’m really (look, vowels!) suspicious of anyone who thinks CP correlates to skill at group content.

Well, ***, I don't own a passport. And I'm not going through the hassle of bureaucracy, months of waiting and redoing it again and again because there will inevitably be a mistake to correct. I have an unusual name, at least for where I live, so I don't recall EVER having an official document done right the first time.
I've never played a game tha required me to proivide official documnets to play. The day a game does that is the day I stop playing it. Or not start playing it, depending on the case.

cp correlates to skill to some degree. cp shows that u spend time in the game. higher cp = more time.
take a real life example of someone who trained boxing for 10 years but has no talent and someone who just started out and has talent.
ofc someone with much time spend in the game should be competent to some degree no ?
1- Passports are generally issued over 18/16 Major Age changes depending from country.
That would leave some ages without the ability to play.
2- Passport are usually NOT a mandatory document to own, it's just mandatory IF you want to travel outside your country.
Most EU citizens nowadays hardly needs one (they travel in EU without any passport just the ID card is sufficient). That would leave many ppl without the ability to play (Me as an instance as an EU player that only travelled within EU for his life and never owned a passport). Also note that a passport comes with expenses (50-100 EUR) in order to be validated. That would mean an account would have a "hidden" price wall
3- I can see many GDPR (General Data Protection Rules) infringment in doing so. In particular EU could ask Zenimax to DEMONSTRATE THE NEED of collecting certain datas (anything in the passport) since you can no longer just say "oh well 'cuz i need/ i'd like to have it" with HIGLY SUSPICIOUS datas (asking ones passport IS like asking him "tell me any place in which you have been in the last X years" which could lead to profilation and such)

Your analogy doesn’t hold up. Someone who has trained to box for years will be a better boxer than someone just starting out. Someone who has trained in sculpting for years will not be a better boxer. Someone who has trained for competitive cycling for years will not be a better boxer.
Someone who has spent years only questing and adventuring will not automatically have gear and knowledge to do dungeons. Someone who got 1000 cp by farming dolmens has zero experience with the skills and rotations needed for dungeons or trials. And someone who has run Caldwell’s silver and gold on 15 toons has probably spent far more time in the game than you, without ever stepping foot in a dungeon.
And if any of those people decide to start doing dungeons, they will have the skill level of a new player, despite playing the game for years. Because spending time doing one thing doesn’t make you competent at a completely different thing.
