Coldsnap and Meridian motifs - when?

From today's patchnotes:

General
Fixed an issue that was allowing Coldsnap and Meridian Motif pages to drop well in advance of their proper schedule.

Well, what is their proper schedule then? In both crown store version as well as in game drops? Has this been announced anywhere?

Well, hello? Does anybody knows what is the "proper schedule" for Coldsnap and Meridian motifs? Any info at all?

You can buy it from people who farmed it before if you have a few million in the bank. >.>

I already have one of them completed because I farmed it when it was possible to do so. But that's not the question here.

Precisely. And I am asking it to be revealed. Especially that due to something ZoS called "an issue" it was already possible to get them for a short period of time. Now its not possible but we don't know when it will be possible again.
