I had just assumed it was because its Northern Elsweyr and we will get Southern later in the year so make up the whole of Elsweyr. Which is why we currently have half the amount.

Oh I stopped and smelled the roses when I played through the area, doing all the quests and just generally exploring, on my main. And she has all the speedy bells and whistles, I just didn’t use them. I rarely even mounted up, because I wanted to enjoy the scenery (I’m a desert rat, so I looove the area).
Depend what you do.
I've leveling my NB heal few day ago here (love the new intro btw) and if you do all quest, you don't really need to go that fast.
And tbh, I love travel in this aera, beautiful one.
Also like someone said, it's just half Elsweyr, that why we got only half the number of Shrine.

This is exactly what Blizzard did with the WoD expansion, and it has been doing downhill ever since.
No, not more wayshrines. I like it the way it is. Maybe one wayshrine per zone would be better.

I don't think people would complain about convenience
Just use:
Retreating Maneuver: Movement Speed by 30% and Mounted Speed by 30%. and riding skill +60.

How is it in any way contrived? I really like ESO, I'm seeing disturbing parallels in developer behavior, and I'd rather not see history repeat itself.

It does not take much time in Cyro to get it.
Just a problem, if you already have a character in another alliance that is locked to cyro.... luckily I got this skill for all of my toons before access to cyro was crippled.
This skill will benefit you not just in elsweyr, but literally everywhere. I also use it without riding, when I run around farming materials. Saves hours of time.
When people complain that it is not easy enough to "farm" the dragons, they should keep in mind that the dragon daily drops pelletine motifs, I sold 2 meanwhile for 60.000 each. You usually do not get such items at a breeze in the rest of the game, either.
