Siphoner Champion Passive

The description for the siphoner passive reads as follows: "When you deal damage with a light or heavy attack, you decrease the enemy's health, Magicka, and stamina resource restore and Recovery by X amount."

It says that it reduces resource restore and recovery, so in reference to health, is that just flat healing reduction like defile? I guess what I'm really asking is can I just consider this additional healing reduction along with major and minor defile?

    EDIT: now that read it " This includes potions, item sets, and ability passives as well as Health/Magicka/Stamina regeneration." seems it does impact health return but not from heals, so not like minor and major defile, as those impact heals.

    It should say it in the tooltip. Otherwise it's in the patch notes from when they made the change (afew patches after they added it).

    If you need context, they added it in order to balance argonian .
