Didn't receive level 7 bag upgrade

On my other alts I've received a bag update as a leveling reward. According to the what I can find online my new sorc (PC EU) should have received this at level 7. She's now level 10 and still has 60, not 70, slots. She was created post-Elsweyr and has received other leveling rewards. Am I wrong in my assumptions or is this a bug?
