Free Bag Space Upgrade - level up rewards?

As on of the level up rewards... I think level 7... it says you get a free bag space upgrade. This is not completely true! I bought all the upgrades except for the last one before reaching 'said reward' and it did not give it to me a free upgrade.
I guess my question is: At what level of bag space do you still get that free upgrade?

SpringEternal✭✭✭It was recently changed to level 12, not 7. If you've already purchased any bag upgrades you do not receive the free one.
Same thing for the bank upgrade at level 16. 0 -

✭✭✭✭✭The main purpose of the upgrade is to show new players that they can get an upgrade. It's amazing how many people have posted here over the years complaining about the limited inventory, having no idea that they were able to increase it.1 -

✭✭✭✭✭I think many of the daily rewards are useful for new players. Sigh. For a well established player however. . . not so much. Potions/poisons - nope. Horse/research upgrades - maxed out already. A few hundred (or a few thousand) gold - nope. XP scrolls for a CP1200 - nope.
Not sure what the answer is regarding daily rewards that are relevant to long term players. Crown crates? Crown gems? Transmute gems? Mats that are almost universally appreciated (like Columbine, purple jewelry improving platings, Frost Miriam)? Survey maps?PC NA(no Steam), PvE, mostly solo0 -
eklhaftb16_ESO✭✭✭✭✭Wait, they moved it to level 12? What sense does that make? You encounter your first bag vendor way before that, so many people will lose their level-up reward without ever noticing. Surely ZOS wouldn't move it just to cheat us out of 400 gold per character?
