Have not been playing for a while.
What is the max champion rank now (cap) for chars and items?

    810 to be allocated and 160 on gear.

    This. Worth noting you can still gain CP levels after 810 though, they're just inactive right now whilst ZOS looks at what's happening with CP.

    Yes. ZOS halted gear progression instead using CP as the games progression system.
    Gear stopped at C160 as the max gear was VR16 when the CP system came in and replace gear based progression.

    Besides that, One Tamriel levelling system eliminated the need to increase the gear cap.

    CP160 is a nice, round hexadecimal number
