Not only do necros have full access to their arsenal of snares and gap closers - many take an immovable pot before transforming. This. And even if I could move out of the AoE, even Eye of the storm int the worst times wasnt so bad as this, there is absolutley no reason why someone should be able to deal so massive damage in such short time. This is beyond OPnes. You may disagree but this will prove only one thing, guess what?

If the player using it is terrible then yeah this will work. If they actually know what they're doing then no. I feel like you haven't actually encountered this yet but you've seen clips so you think you know what you're talking about.

Nope I have encountered it ALOT and have seen someone kill 20+ ppl and I still live and kill the basher just because I dont stand in front of the cone and I CC them cloak roll thought them and so on it's an extremely easy ult to miss

Did you even see the video you can't reach a point of where you are safe by rolling, you can't outheal it. It's not a Cone it's actually 8m circle like destro ult. If I want someone dead while transformed that is going to happen.

When one ultimate can do what's not possible with 2 coldharbour ballistas you know something is wrong. It has to be toned down by a lot. Not any single skill in this game allows to do what this does, not even close. There was a time when multifple EoTS perfectly combined were a thing, but this? This is pure madness.

But they're talking about not being able to run away. A few brave Templars squaring up and popping Blazing Shield and Spiked Bone Shield could probably reflect enough damage to take him/her out. And you won't be taking them out from range if he's got Beckoning Armor activated, which chains ranged attackers every 3 seconds for 20 seconds.
Better to run Twin Sisters and Jolting Arms with Spiked Bone Shield (30%of max HP damage shield that returns 30-40% of direct damage) for maximum damage.
