✭✭✭✭✭It's a limited time Crown Store offering, @flipeled. I checked the Crown Store before my prior reply ... but it's not up at the moment.
The glow is from the Meridian Purified skin. It's obtainable by completing the vet Depths of Malatar DLC dungeon ('Conqueror' Achievement).
