Can't enchant hidden moon band

I can't enchant a ring called hidden moon band. It's a quest reward from an elsweyr quest. It's part of the darloc brae set.

Is the enchantment you're trying to put on perhaps the same as it has naturally? (both in level and type)?

ibeprofun✭✭✭It's a cp160 ring, trying to enchant it with gold mag Regen glyph. It's not a glyph compatibility issue. I also can not enchant a chest piece now, that's from an elsweyr quest. Same set.
