Working closely with Customer Service on this issue, it is starting to look like it might be an ISP issue.
I am in Canada, West Coast. Anyone else in the same region experiencing the same? Are you with one of the major ISP providers or a reseller using their infrastructure?
Also, I tried switching to PC(EU) Server but I'm getting the same, so I think that doesn't do anything. I suspect my data is still stored at the NA datacenter and is still using the same internet paths.
