✭If you have the quest which reads, "speak to the hooded figure", click to show on map, put a marker down, then zoom out, you will see exactly where you need to go.
Or are you saying you are already where it is supposed to be, but there is no hooded figure? You generally need to speak with someone else, then the hooded figure appears, as it were.0 -

On my first necro i went to Vulkhel Guard and first visited the stable. The NPC was just there at the stable.
I had a typing error in the name and re-rolled the necro. The NPC didnt come to the stable, but was standing on the docks.
