I think the chapter after that will be in Cyrodiil, I'd love to see Skingrad. Hammerfell is obviously TES VI so I see them holding off on that until they know what BGS makes it look like, they'll want it to match up as closely as possible and it'll give cross marketing opportunities. As for what the arc should/will be. I really want to see vampires expanded. Add in a vampire lord skill line, revamp the current vampire tree, add in vampire and necromancy armors, player themed homes, etc. It could be a very popular piece of content.

I keep seeing BM isn't popular only on these forums with all the keyboard racists. Seems to be pretty popular everywhere else, at least from what I've seen.
