most ppl who prefer no-cp either like zerging ppl down or want sets to win their fights. Actual player skill is most of the time not so much important than other things.
Yes, cp has also problems(makes it easier to be a tank) but they are not as bad as no-cp ones.

Or you can argue the other way. People who prefer cp either like using their gap in cp to win their fights against lower cp players. With no cp, a gap of 800 cp will not make a difference, only sets and skill.

it's a very rare thing that i see someone in Cyro who does not have max CP. so, imma go on ahead and say no.
anyways, they should just add the option for CP BG's. don't understand why they don't, add it let players decide where they want to play.

Many non-max CP players play and played no CP and CP BGs.
Cyrodiil rarely has lower level because lower levels don't necessarily love long horse rides lol

Not really. the low CP players are in the no CP campaign. they played in CP BG's because they didn't have a choice. Which is why i say add both Cp and No CP BG's and just let the players decide where they want to play.
