If you buy anything from the ZOS webstore, it's accountwide. But anything from the Crown Store is tied to the megaserver.1 -

ryzen_gamer_gal✭✭✭✭Well if i had known i would have at least considered buying it for the eu server and asked someone on NA to sell me crowns with in game gold at the very least because asking someone to buy crowns for in game gold on EU is crazy. EU server crowns go for 300-400. On NA it's more like 150-200. As it was i bought the warden on the NA server with the crowns i got from eso+. Will def be more careful about that in the future0

You could always ask Costumer Support or at least ask if they could move your Warden access to the server which you play most. Ask politely and it might happen that they move you access to class or maybe offer that you buy Elsweyr Standard Edition described in the end of post that also contains Summerset, Morrowind and Elseyr as Chapters.
After that you could maybe get back those Crowns (credited to your account). It would at least mean that with this solution you would have access as you expected on both server for Warden and Necromancer class and not loose crowns from purchase, if they accredit your account those crowns from Warden puchase. You need to confirm with ESO CS if that is possible to do before you going this path, but it is also more likely that they could accept this as they wouldn't loose money and have a way to see that you already have Warden as CS item on account.
Anyway as already been explained, all Expansion (in terminology ESO - "Chapter") that also offer a new class is a package deal which includes that class as part of base game. Items that are bought in CrownStore will be only accessible from that server you bought it on (and you can confirm this by all those threads where ppl feel upset about this during events where both servers could be used to get credits for getting a free house in Summerset). The price on Warden relates to this as it 1500 Crowns, compare it to banker or vendor that is 5000 Crowns and you can still not use that on that other server as it is a crown store item.

Chapters (ESOs own invention for "expansion" which other MMO usually call this) is what adds items and feature to you account as a base (on both server side that is). If you have Elsweyr on EU account then you should also be able to go to NA and have access to Elsweyr incl Necromancer on that account.

Literally anything bought in crown store is server bound, if not character bound. I don't know of a single thing that escapes this. Open a ticket, be nice and polite, and hopefully they'll help you.1 -

OneForSorrow✭✭✭✭If you haven't made a warden yet on the server you regret buying it for they may refund it but it does take time. At least a day in my experience.
It's Sunday right now in the States so I doubt they have any CS people actively on duty atm anyway.PC NA. Various alts, trying to find a main, I have no idea what I'm doing.0 -
ryzen_gamer_gal✭✭✭✭well i did make a warden on the na setver but i didnt really do anything with it. it was level 3 when i realized i couldnt also make a warden on the eu server. At that point i deleted the warden when i realized the mistake.
