Pvp emp push bug

In this last patch they made it so you could be crowned emp once per campain per alliance but yet the same guy was crowned twice in a row on ps4na. Anyone know if they reverted it so top scorer always got it or if this is a bug?

✭✭✭✭✭It was never ment to prevent someone from being emp multiple times, please read the notes carefully.
"Emperor Leaderboards have also been adjusted. Once you have served as Emperor in a Campaign, you cannot be crowned as an Emperor for a different Alliance for the rest of that Campaign’s duration."I'm done with this game because of ZOS pushing us into Vengeance, because they don't know how to fix Cyrodiil.2 -
