What bundle for P.C. to I get to get the most dlc and packs?

I currently or use to play on Xbox when level 50 was max (I know a while ago) but I’m looking to get back into the game but figured I’d just switch over to pc and start a new character so of course I have to buy the whole game, so which bundle is the best bang for my buck because I’m going to want all the dlcs. I figured P.C. was more active and friendly and I want to RP! Anyways help would be great as well as links to good builds (new to the whole “builds” thing).

Subscribing to ESO+ will get you access to all the DLC zones and dungeons except for the latest Chapter, Elsweyr. You won't own the DLCs, but this has the benefit of letting you try out the content while you are just getting used to the game again enough to decide if you really want to buy all the content, and having benefits for a new account, like increased exp gain and the Crafting Bag.

Other things to consider buying are the Warden class and the Any Race, Any Alliance pack.
