I'm looking to make a Redguard magicka character. Yes, I know the Redguard is a stam based build and you get your bonuses there. But I'm looking to find out how big of a difference using magicka instead would make. What would I be able to run however I know it probably wouldn't be any good for vet trials or vet dlc dungeons. How viable is this as a build?
You can make a pretty effective Redguard Magicka build. Their cost reduction applies to Destruction Staff skills, so it will help you sustain a Force Pulse rotation and make Blockade a little cheaper. For this reason it would synergize well with a Sorcerer build using an Asylum Inferno Staff. Although a Templar can also utilize a Force Pulse Asylum build pretty well.
Redguard also reduces the cost of the Destruction Staff Ultimate by 8%. This will stack with the Sorcerer 15% or the Templar 4% ultimate cost reduction.
Definitely capable of clearing all vet dungeons and trials, including hard modes. Will only be an issue if you are pushing for high scores, then you would be better off on Breton, Altmer, or Dunmer, closely followed by Khajiit.
I also thought about going for Redguard warden which will give me the option to go either stamina of magicka.
Redguard passives are perfect for magicka. You always need the extra 2k stamina, you always need the stamina sustain, reduction of weapon skills is great for magicka wardens, they use tons of it(resto staff ulti included) and the 15% snare reduction is perfect with the warden passive and light armor passives, around 50% snare resistance. So ya, it is very viable.
Lol, people are grinding perfected versions for extra 1k magicka, and now you compare redguard to altmer and dunmer who have 2k more magicka and 258 spell damage while having same max stamina as redguard (dunmer) and comparable stamina proc regen (altmer). Of course you may complete any content in the game on any race, but redguard is notably behind magicka races obviously.

Personally I didn’t find Mag Necro enjoyable at all, so my opinion is probably a little biased. It definitely has less synergy with Redguard though, since you’ll most like be using Skulls instead of Force Pulse, and Colossus instead of Elemental Rage, so you won’t get the Weapon skill cost reduction.
You can still do it, and complete all content certainly, just harder to find specific benefits for doing so. Magicka races will have an easier time on Necro, and even something like Imperial would have more synergy (cost reduction on all skills and ultimates).
