Safe Thieving Areas (Stealth Not Needed to Steal)

There are a few areas in the Aldmeri Dominion that you can steal without worry of getting caught. In Vulkhel Guard the room across from the Bank, the top floor of the Aegis of Auri-el and the top floor of the Thieves Guild. Khenarthi's Roost the top floor of the Maomer Embassy and both floors after you finish the "deal with Ulondil" quest.

✭✭✭✭✭DLC area, but still worth concidering - entire rooms in Wrothgar's castle have no people in them, making stealing much easier. specifically basement sort of bedroom just to the side of the smaller bedroom with training area - scaffolding above the main room and couple of rooms just before the dining room to the left of the entrance as you come in (up the stairs one flight - both to the left and to the right, there are containers to steal from)
back when housing just came out, i did a LOT of farming there, as those containers drop both treasures AND blueprints (much like containers in other areas)dirty worthless casual.

Yes Wrothgard also has two houses with multiple rooms with no npc. the one below the book shop and the one connected to the tavern.
