I have them all already xD I stopped playing after Summerset so I don't have Murkmire or the others thereafter. I got ESO+ though, so gonna take a look instead of studying for my essay :P
It's interesting to see a general agreement for the first chapter. I wonder if that's down to story or the fact it was so packed with things to do...
Don't buy DLCs, just sub instead (depends on how long you'll be playing of course, but the 1650 crowns you get while you're subbed will be enough to buy some DLCs later).
1st tier DLCs are Orsinium, Summerset, Morrowind.
2nd tier Thieves' Guild and CWC.
3rd tier Murkmire and Dark Brotherhood.
Also Imperial City if you're into PvP of course. And to be fair while I think this list reflects the DLC's respective contents objectively, if someone is really into the assassin fantasy and less into min-maxing then DB and TG may be more urgent to them than Orsinium.
This may help a lot of newbies or people on the fence so; if you had a limited budget what 3 DLCs would you buy outright (if any)?
