Morrowind, Summerset, and Orsinium. They have Trial/Arena Content that you need access to. Next on the list would be TG and Clockwork City.

That's a tough one because my favorite is Orsinium. But for story purposes I would say Morrowind, clockwork, and summerset so you can do the entire three deadric prince story arch.

If you only like pvp then I would say Summerset (psjiic skilline line), Imperial City, and clockwork city (transmute station).

If you only care about dungeons then wolfhunter, dragonbones, and horns of the reach.

    Dlc or chapters?

Straight dlc would be Wrothgar for sure (pve experience is grand)

Then I'd pick some pve involved stuff like brotherhood and thieves guild
    Scalecaller for Zaan

If chapters then the previous response is on

DLC, if people have a totally new game and a budget but don't want ESO+ then everything's on the table :)

It depends on what you like; dungeons or zones.

There is a set of four dlc, guild's for glory or something, which is cheaper than individually priced. The set is thieves guild, dark brotherhood, orsinium and the imperial city, which gives you PvP and two of the easier dungeons.

Having said that, it is hard to disagree with tyrobag's suggestions.

Summerset - added bonus, has the psijic skill line.

Wrothgar - I get the feeling they made it "too big" and gave away too much content... quests, Maelstrom, it's got the lot.

Then it depends on what you want - Morrowind for the nostalgia, though you might be disappointed with the (lack of) content; Thieves Guild if you want to steal; Dark Brotherhood if senseless assassination is your thing; Clockwork City if you like ... well, clockwork!

    Summerset, imperial city,

Summerset = jelewery crafting, best trial sets

Imperial city = great leveling area, money making, fun rewards, 2 dungeons

Orisuim but only when on sale. I got mine for 750 crowns

I can't pick just 3. But I would work through getting everything outside of dungeon packs.

For great stories, zones, and extra bits from when some were new chapters:
Orsinium, Morrowind, Clockwork City, Summerset, Murkmire, Elsweyr

Dark Brotherhood and Thieves Guild, are annoying af to get through due to how the quests "unlock" but are good stories and you get some extra bits like the Blade of Woe, which is fun.

IC - Still haven't spent a lot of time down there, but the quests were interesting and the PvP objectives were decent and some of the monsters were fun to kill.

After taking a look at the crown store, you can get the first four (Orsinium, Imperial City, Thieves, Dark Brotherhood) for 5,500 crowns. Essentially 4 for the price of 2.

That will keep you busy for a while :)

I have them all already xD I stopped playing after Summerset so I don't have Murkmire or the others thereafter. I got ESO+ though, so gonna take a look instead of studying for my essay :P

It's interesting to see a general agreement for the first chapter. I wonder if that's down to story or the fact it was so packed with things to do...

Both. It's actually the last thing a particular developer(s?) did on ESO, it's the first and the last of dlcs being a full experience. There after they become more and more limited. Wrothgar is the best bang for your buck.

Don't buy DLCs, just sub instead (depends on how long you'll be playing of course, but the 1650 crowns you get while you're subbed will be enough to buy some DLCs later).

1st tier DLCs are Orsinium, Summerset, Morrowind.
2nd tier Thieves' Guild and CWC.
3rd tier Murkmire and Dark Brotherhood.

Also Imperial City if you're into PvP of course. And to be fair while I think this list reflects the DLC's respective contents objectively, if someone is really into the assassin fantasy and less into min-maxing then DB and TG may be more urgent to them than Orsinium.

When you are new, don't buy dungeon DLCs because it can take some time till you will start to play these, better learn all the basegame dungeons and your role/class first, then I would suggest to get one month of eso+ and test all, before buying. When I started to play I got Eso Gold, with thiefes guild, dark brotherhood, orsinium and imperial city. I enjoyed all except of orsinium, the only reason to buy that would be Maelstorm Arena. After that I played with eso+, but now without eso+ I miss only the dungeon DLCs, somehow it turned out, that I like the harder content most.
Main char is a Strong Nord Man, Thief, Vampire, Healer, Mastercrafter. PC-EU since 2016.

Orsinium and the former chapters (Morrowind/Summerset)

Then Dark Brotherhood, Thieves guild & Clockwork City, followed by Murkmire,
the rest can rot in hell

Firstly, good to see you're still kicking Cazzy.

Second, Wrothgar/Dark Brotherhood/Clockwork City, in descending order.

Maelstrom, blade of woe, and my personal FAVORITE zone aesthetic, as the reasons.

Definitely Orsinium for the Maelstrom weapons and epic story

Then 2 DLCs with trials, depending on gear & guild needs. Personal preferrence would be Summerset (for Olorime) and Thieves Guild (MoL and story)

At least Orsinium. Also if you can afford it, Clockwork City just because its nice to have for the overall plot. But definitely Orsinium. You can see the change direction in the story telling going from Orsinium to everything else, Orsinium was soooo good and the rest just felt like it dragged on from xpac to xpac

Morrowind comes with the base game now, so don't waste money on it unless you already have the base game from a prior purchase. Not sure if it comes bundled with Summerset anymore-- it did when I upgraded the game about a year ago on Steam. Check carefully.

People say Orsinium, but TBH, I wasn't that impressed. If you run group content, though, you'll probably need it because Maelstrom Arena weapons are extremely desireable. If you can afford it, get the four pack deal with IC, TG, Assassin's Guild. It's a fairly good deal.

Summerset is a must to continue the main story.

My personal list as a story hound who never touches group content:

    1. Summerset
    2. Murkmire
    3. Elsweyr

Subbing's definitely the best way for pure DLCs. I unlocked the ones I was most interested in with the crown stipend.

I bought all the ones that don't add any DLC dungeons to my random daily. Not including chapters the top ones would be Wrothgar, Thieves Guild, Dark Brotherhood, and Clockwork City. If I want to do DLC dungeons, I'll turn on ESO+ for a month to do them then when it expires, they're gone from my list.

Chapters are technically expansions and not smaller dlc content, so those are excluded.

    1. Thieves Guild
    2. Dark Brotherhood
    3. Imperial City

I dont care much for dungeons, only story content.
