In case anyone else runs into this: I was going to kick off the update download so it would be ready when I could play later today. When I started the game, instead of being prompted for an update, or loading the game, it reported that ESO took too long to start.
When I went to my apps and games to delete data, I noticed the ESO update was listed so I started it.
