Launcher Error (vcredist_x64_2015)

Ran the launcher this morning to install the update and got this error
(Both errors included on the same image to reduce space.)
Followed ALL the instructions in this link;

However after removing and trying to reinstall the vcredist_x64_2015.exe file I cannot as a newer version of the file is already installed.
Do I remove the 2017 version and risk preventing some other programme on my computer from running or is only ESO using this?

Looking into that thread now and applying some 'work-arounds' to see if they work.
UPDATE:
I uninstalled the offending file and the 2017 version I also had, reinstalled the 2015 version and there was no change when I started the launcher.
I installed the 2015-2019 redistributable and still no change.
The launcher IS updating the game so I can still play. At this stage I will just accept that there is a problem but it is not game ending. Well, not currently anyway.
NOTE: There was also no solution to this problem even on the Microsoft Visual Studio help forum, even though it was assessed. it seems to be a problem with STEAM users, which I am unfortunately.
