There's a group of Kyne worshippers south of Windhelm, and the Ternion Monks who worship the three old gods. However, there aren't any joinable factions, so its all RP.

What do you mean exactly by Temples? Church Temples, or ancient ruin Temples? There are only two Nord Cities in the game and neither have an actual Religious center in them, but there is still Skuldafn.

Nord religions are very nature-themed. Even their worship of the divines has them as representatives of nature (Kyne = goddess of winds, etc). Thus their "temples" are not cathedrals but generally outdoor worship sites... the Kyne place in eastmarch is a good example. Check it our again sometime, and you will see the "worship" places are those standing stones and the plateou overlooking them... more nord "temples" would be other places of worship you may come across now and then, a holy place up that mountaintop, or a quiet shrine in those woods...

That... is a different kind of "temple"... ;)
(Although, I am still not sure if nord "holy water" is not alcoholic anyhow...)

Your right this appears to be how it's presented in ESO, but in other TES games that's not so, which is why I'm asking. They've always had roughly the same imperial pantheon as most other humans/elves: "kyne" is just kynnareth by another name, and Mara/dibella etc are supposed to be part of Nord worship. In skyrim the main nordic religion was worship of the nine divines, while the thalmore wanted to restrict it to eight.

Even if we say that here in the second era the Nords haven't fully adopted Alessia's religion, i'd still expect to see some kind of early Nord institutions beyond one crummy little coven of kyne worshippers.

It feels like the only lore Nords have gotten after 5 years is that they're all even more stereotypical drunks in the second era than they are in the fourth.

    There are Taverns everywhere...

(oh you mean those places the pious go not where the masses worship)

Your sick of them because all they do in this game is talk about mead in a funny accent. They have nothing else going on.

Also, I think people wanting to re-create their Skyrim characters has led to an overpopulation of the Ebonheart Pact that is unbalancing things in Cyrodiil.

You may be right, but things were pretty balanced for a long time. I'm not so sure it's a big driver anymore. We'll have to wait until the campaigns turn over again to get a better idea if it's persisting now that faction lock has happened.

At the time of ESO, the "ninth divine" is still three centuries away, more or less.
And... even in the fourth era some would debate if Talos -really- is a divine, or if he just was a exceptional mortal and nothing else. Especially elves. ;)

But yeah, even in the second era, the eight divines are pretty much the game in town. Some holdouts still may worship the "old gods" (ternion monks...), but the other, older worship of dragons is long forgotten. And still they worship them mostly in the "nord way", meaning a lot of nature worship wven into their depictions fo those divines, and way more standing stomes to pray at then the imperial style temples or breton style cathedrals...
