basically it's just stattrak/strange weapons from CS:GO or TF2 respectively. You can apply a consumable item called something like a "Memory Soul Gem" or something to a weapon (or shield), and any kills you've made (PvE or player kills) while the equipped weapon is active will be recorded on the stats window when you hover over it. Other players can see your "Combat Memory" as well if you link the item in chat.
You'd also be able to find special "Memory Soul Gems", let's call them "Attuned Memory Soul Gems" that can record more specific stats; say, damage dealt, healing done, damage blocked, revives, skills used, etc.
