How do I start the CWC “Bitter Pill” daily?

I am aware that the quest “A Bitter Pill” in Clockwork City is already bugged in the fact that once completed it is then unrepeatable. However, I have yet to even start it. I have cycled through Raz’s supply dailies multiple times and so far it hasn’t appeared once. Are there other prerequisites to take into account or do I just need to be patient?

✭✭✭✭I would say just be patient. There are no other prerequisites to getting that quest. I have noticed that it doesn't come up as often as the others but did get it recently on one of my characters.PC/NA/EP ✌️1
