Don't think we ever had a town with all houses locked

The "Akaviri" town in Elsweyr, except for one tiny basement is enterable during quest, all the houses are locked (as in you can't enter, not unlockable)

The developers are getting lazy by the day. They seem to be more interested in applying new textures to old models and selling them in store than making ESO what it really used to be.

Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

This one thinks, in some respects, that this time there was simply too much to get done.

So much work obviously went into Elsweyr and some things had to be compromised in order to get us on the boats in time.

This one sadly feels this was one of those compromises. There just was not the time or the people to make all the interior locations unless they were needed for a quest.

Also the daily quests after the prologue. The fact that the furnishing rewards were existing Khajiit items and not new ones and the fact that the higher quality textures were not added to some Elsweyr furnishings until late on the PTS - this makes this one think that this time they were very pressured on producing goods for the interiors.

I can understand the pressures of time. Certainly, it can't be easy creating a large working zone, especially one that is new and varied compared to previous areas like Vvardenfell where most of the design direction could be taken from TES 3.

Nevertheless, I find the use of window dressing models for buildings instead of playable areas problematic. The singleplayer TES games (which admittedly don't have the same time crunch) are all about exploration, and if you see a thing, generally you can go explore that thing. The last piece of ESO content where that was true was probably Orsinium. Vvardenfell had tons of window dressing Dwemer ruins and daedric shrines. Summerset had less inaccessible areas, to its credit, but still had mountain ranges making large portions of its map unusable.

I really miss the care that previous content and previous games in TES took with interiors that werent crucial to quests. I'm disappointed that exploration seems to be sacrificed in the interests of time - its understandable, but its still disappointing every time I go up to a building or ruin in the game world only for it to be inaccessible. I realize that past games weren't perfect - Oblivion had very limited maps and Morrowind's various ruins were often tiny - but I could still have the thrill of discovery.

With ESO's new content, too often its like:

"Hey, that looks cool! I wonder what's inside?"

"Oh. Its blocked off. More window dressing. :( "

There just was not the time or the people to make all the interior locations

In true project management terms, if the deadline is fixed then resources need to be added, or the quality of the product is reduced.

So, you didn't say there wasn't any money. So, in theory, more staff could have been hired to complete the work. Instead, the decision was made to provide a product with less quality and value. I didn't see a reduced price anywhere. So it ended up just being a reduction in quality.

But. As we have many examples, right from day one, of this "only-for-looks-Zog" barred housing, the level of quality was already defined and therefore no reduction in quality took place.

This one is a respectable merchant, temple keeper, college teacher and clan mother.

Also this one has no idea how much money the gods have or what they choose to use it for. This was just the general feeling this one she got from her own travels and experiences yes. That Elsweyr is beautiful and wonderful but sometimes it feels that there was just not time to do everything.

Please have some milky coffee perhaps. The sour lemonade is not always good for the stomach.

To me, each door represents a gap between what ZOS wanted to do, conceptually, and what ZOS actually did.

I can see a number of reasons for locked doors, though.

Explorable areas often mean more loot and justice NPCs. As silly as it might sound, I envision a point where ZOS feels the need to limit these opportunities to preserve an internal game balance target. For example, they might want the house there, but not the additional loot that it would provide. So, door is locked.

Explorable areas cost money to make. Even if there is no door, someone has to decorate the space, and create any NPC that is knocking around there. In a classic "eyes are bigger than the stomach" situation, the zone concept is larger than they have the budget to fulfilll that concept. It is easier, cheaper, and faster to have a locked door than an explorable space, and all budgets are finite.

The balance between those two is not equal, and there are undoubtedly more reasons, but between all of them, I think we end up with locked doors and unlootable containers.

This one believes it time to enlighten the unclaws, since you do not bother to read the Lore, nor listen to the NPCs since "you are busy" let me explain few things to understand.

Anequina (known as Northern Elswyer), is populated by Baan Dari tribes. One of the most important things Baan Dar has said is, if you do not protect your wealth, you do not deserve it and should be stolen. (there is a carving with that in Elswyer, no spoilers where).

So true to the word of the great god, all Khajiit in Anequina do protect their belongings by locking their homes.

they should create more content that can also be implied space. For example, vivec city doesnt have alot of buildlings, but it also has areas where open "buildings" are being built by NPCs. There are also areas in the world where its clear the storyline shows in the buildings either destroyed or semi-open/deserted. They need to invest in this design strategy more, because inaccessible zones are lazy fixes lol.
