Both. Why do I need to choose between having new content or having a functional product to play said content? I reckon that's a position that ZOS has no interest in putting their player base in.
Pretty sure you don't have to stop content teams working on new content to get new servers.

Why would anyone have the idea that this question has Any validity? As if more content vs fictional "better" servers is a Choice the company consciously makes? As if it IS an " either / or " question?
Do you think that Any company WANTS problems with server performance?
Do you Really think that developing new content has ANY influence whatsoever on fixing current technical issues?
I honestly already knew what the question is going to be just from the title... Dont be too mean guys, we are (eu) all very frustrated with the servers.
I think they’ll have a huge overhaul to ready up for the mass of players joining the year after with the Skyrim expansion. And if Zos doesn’t - they’re fools.
Anyway the only space left for expansions are Cyrodiil x2, Skyrim, Hammerfell and Blackmarsh - so is say Cyrodiil
Dude its not the servers that need fixing, the hardware theyre using is top notch as far as i saw. All the issues are a networking and software problem.
