Enchantment effect reduced after enchanting ?

So I was enchanting a ''Adds 52 Max Magicka'' Glyph into my waist. However, it has only added 22 Max magicka after enchanting.
Is that normal and how does it work?? I'm assume there is a way I could increase the maximum enchanting effect that I don't know of?
