I turned off all addons and relogged 3 times and Zanil is STILL not there. Someone in /say said he appeared after they relogged but there is a giant crowd there who cannot see him! (PC-NA)
edit: Someone said they relogged and could see him. Getting someone without Elsweyr to go check if they can see him, just in case owning the Chapter is the cause of Zanil not appearing for us.
update: Friend took a character on an account without Elsweyr and they also couldn't see Zanil. (perhaps the original player saying they could see him was trolling us...)

Gune✭✭✭Couldn't see Zanil when he should've appeared, but he was there somewhere during Saturday (PC-EU). However, now he is gone again (for me and guild mates).
Edit:
Some theories about Zanil so far by guild mates and me:- he's on strike
- he's off to vote
- he has health issues
- he has a secret drinking problem
